Spencer County Clerk Office
The Spencer County Clerk is a separate county office from the Spencer County Circuit Court Clerk. Lynn Hesselbrock is listed as the Spencer County Clerk. The office handles legal and land recordings, marriage licenses, elections, delinquent taxes, and county clerk forms. Trial-court case files, court dockets, criminal cases, divorce decrees, probate court filings, and certified court copies route to the Spencer County Circuit Court Clerk instead.
The office is located at the Spencer County Courthouse in Taylorsville. Its public hours differ from the court clerk's hours, including a later Thursday closing and last-Saturday hours unless a holiday closure applies. Users who need in-office inspection of land and legal records should confirm the schedule before travel, especially when a public eCCLIX account is limited or unavailable.

Spencer County Clerk Legal Records
The Spencer County Clerk records page says the Legal Records Department is responsible for legal documents filed as public record. The page also gives unusually useful historical coverage notes. Most courthouse documents are maintained from 1795 to present. Indexes are available for most document types back to 1880, with few exceptions. Images are available online for most instrument filings from January 1795 to the current date.
The database is broader than deed search alone. It includes deeds, name changes, mechanics liens, mortgages, powers of attorney, wills, corporations, tax liens, military discharges, trademarks, assignments, releases, marriages, and delinquent property taxes. Some of those items may be tied to a court matter, but the County Clerk record is the recorded instrument. The court case file remains with the court clerk when a case file exists.
- Land transfers and deeds recorded in Spencer County.
- Mortgage, assignment, release, lien, and tax-lien filings.
- Recorded wills, renunciations, disclaimers, and affidavits of descent.
- Marriage records and related county clerk licensing records.
- Name changes, powers of attorney, military discharges, trademarks, and corporations.
Spencer County eCCLIX Lookup
The official online land-record channel is eCCLIX, linked from the Spencer County Clerk's online land records page. The clerk says an account and password must be assigned by SMI, the website administrator. Online data and image access carries fees. All public records and indexes remain available for free viewing in the County Clerk's office, so eCCLIX is an online access path, not the only public inspection route.
Public-account access has strict limits. The clerk page says the public account is intended for use when the office is closed for public-safety reasons, may be suspended, is available only from 9 a.m. to 7 p.m., is unavailable Saturday and Sunday, and is limited to five searches per day. The page also notes weekly restriction reminders and possible suspension for accounts outside a reasonable travel distance from the clerk's office. Paid eCCLIX accounts are not subject to those public-account restrictions.
| Access type | Setup | Access fee | Additional user |
|---|---|---|---|
| Monthly account | $200 | $65 per month | $10 |
| Single-day account | $45 | $15 for 24-hour access | $10 |
SMI sign-up requests may be faxed to 502-266-9447 or emailed to sales@smllc.us. SMI sales phone is 502-266-9445, and the eCCLIX email is ecclix@smllc.us.
Spencer County Recording Fees
The Spencer County Clerk publishes selected recording charges on the recording fees page. These fees apply to recorded county instruments, not court case filing fees. A person filing a will-related recording, deed, mortgage, or power of attorney should confirm formatting and page requirements with the office because recording laws and clerk procedures can affect whether an instrument is accepted.
| Instrument or service | Fee |
|---|---|
| Deed | $50 |
| Mortgage | $80 |
| Assignment | $46 |
| Release | $46 |
| Power of Attorney | $50 |
| Will | $47 |
| Renunciation of Will | $46 |
| Disclaimer of Will | $46 |
| Affidavit of Descent | $50 |
| Marriage license | $60 |
Spencer County Marriage Licenses
The County Clerk issues Spencer County marriage licenses. The marriage license page says both parties must appear in person and present valid identification, such as a driver's license. A license issued in Spencer County may be used in any Kentucky county, and it is valid for 30 days including the date issued. After the ceremony, the completed license must be returned to the county clerk that issued it.
The local marriage-license fee is $60. The clerk lists cash, check, debit, and credit card as payment methods, with a 2.75 percent vendor fee for debit or credit card use. After the completed license is returned and recorded, a certified copy is mailed to the address provided. Older marriage records before state vital-record coverage should be checked with the county clerk where the license was issued.
- Confirm both applicants can appear in person at the Spencer County Clerk's office.
- Bring valid identification and the fee using an accepted payment method.
- Use the license within Kentucky during the 30-day validity period.
- Return the completed license to the Spencer County Clerk after the ceremony.
Spencer County Clerk Open Records
The Spencer County Clerk maintains an open-records policy page with links to official public-record request resources. For county administrative records outside the clerk's office, Spencer County Fiscal Court lists open-records custodian Katie Stone at 12 W. Main Street, P.O. Box 397, Taylorsville, KY 40071, phone 502-477-3205, fax 502-477-3206, and email openrecords@spencercountyky.gov. For sheriff records, the county page identifies Sharon Thomas at sharonthomas@spencercountyky.gov.
A written request under the county policy must include the requester name, mailing address, telephone number, a specific description of records requested, and whether the use is commercial or noncommercial. Commercial requests require a certified statement of commercial purpose. The county states that it responds within five working days and lists 10 cents per page for noncommercial standard-format copies, with possible media, mechanical processing, and postage costs for electronic or mailed copies.
| Request field | Required | Purpose |
|---|---|---|
| Requester name | Yes | Identifies who is making the request. |
| Mailing address | Yes | Required by county policy. |
| Telephone number | Yes | Allows the custodian to clarify the request. |
| Description of records | Yes | Must be specific enough to locate the record. |
| Commercial purpose | Yes | Commercial requests require certification. |
Historic Spencer County Clerk Records
Spencer County Clerk research can reach much farther back than many online county systems because the clerk's official records page states that most courthouse documents are maintained from 1795 to present. Index coverage is not identical to image coverage. Indexes are available for most document types back to 1880, while online images are described as available for most instrument filings from January 1795 to the current date.
For title, genealogy, estate, and historical research, that means eCCLIX may be useful, but a free in-office inspection may still be the best route when a record type has an index exception, a spelling issue, or an old image problem. Users should search variant names, grantor and grantee spelling, and related instruments such as releases, assignments, powers of attorney, affidavits of descent, and recorded wills.
